NTM Engineering, Inc. (NTM) has been the appointed Ferguson Township, Centre County Stormwater Engineer since 2014. As Stormwater Engineer, NTM consults and provides engineering support for all stormwater management and drainage related services provided by the Township. Ferguson Township is located in the southwestern corner of Centre County and covers an area of approximately 50 square miles. The Township includes a mix of urban, suburban, and rural land uses.
NTM provides technical assistance to the Township for maintenance of their Stormwater Management Program. This assistance includes development of stormwater management and drainage ordinances, review of stormwater management site plans as part of land development applications, inspection of stormwater facilities, support in meeting municipal stormwater permit requirements, and design of stormwater management facilities for township public works projects. NTM also provides stormwater and drainage consultation to the Township Zoning Hearing Board, Planning Commission, and Board of Supervisors.
NTM rewrote the Township Stormwater Management Ordinance in 2016 with input from the State College Borough Water Authority and Engineers representing the Development Community.
NTM prepared a Joint Pollutant Reduction Plan (PRP) for the Municipalities that make up the Centre Region Urban Area (Ferguson Township, College Township, Patton Township, Harris Township, State College Borough, and the Pennsylvania State University. The PRP was included with each entity’s Municipal Separate Storm Sewer System (MS4) renewal permit application in 2017/2018.
In 2019, NTM prepared a stream restoration design for a 2,600 LF incised drainageway through a portion of the township developed prior to the advent of stormwater management controls. The restoration plan included a step-pool design implementing regenerative stormwater conveyance elements.
NTM has provided stormwater and drainage design and wetland evaluations for several municipal public works projects including park enhancements and roadway expansion projects.
NTM also conducts Major Lighting reviews for land development projects in the Township, including day and night-time lighting inspections.
