NTM Principal Jeff MacKay, PE, CPESC and NTM Senior Project Manager Mark D. Bowen, PE, CFM presented at the 2015 Villanova Urban Stormwater Partnership (VUSP) Pennsylvania Stormwater Management Symposium on October 14-15, 2015, at Villanova University.
Jeff presented “PennDOT’s Blueprint for the Nation’s Largest SCM Maintenance Program.” This session covered the major SCM Maintenance Program’s overhaul to meet PennDOT’s MS4 and NPDES construction permit commitments. It highlighted the key program components, explained the numerous challenges, and gave a preview of future program enhancements.
Mark presented “It Takes a Team – Designing SCMs for Long-term Maintenance.” This session provided a view of how stormwater management design has evolved to address SMCs’ longevity and maintenance, and reinforced that it takes a team of academics, designers, regulators, developers, contractors, and inspectors to achieve water quality protection through stormwater management. Real world examples of SMC failures, the required repairs, and a discussion of lessons learned in the process were presented.
Mark also presented a poster with NTM’s Sarah Ryan titled, “Balancing Stormwater Objectives – Practical and Regulatory Limitations to Achieving a True Water Balance.” This poster was sponsored by the Pennsylvania Stormwater Technical Workgroup (PaSTW). It displayed volumes of stormwater as determined by several standard analysis methods and illustrated how commonly used stormwater design criteria may not achieve the best results for the environment. Mark is Chairman of PaSTW.
