NTM is excited to announce that William (Bill) Savage has joined our Environmental Division as an Environmental Project Manager. Bill officially started with us on March 10, 2025, and will be based out of our State College office.
Bill is a graduate of The Pennsylvania State University, where he earned a Bachelor of Science degree in Wildlife Science in 1989. His environmental career began as a Fisheries Biologist Aide with the Pennsylvania Fish and Boat Commission. Following that he worked for the U.S. Fish and Wildlife Service as a Biologist where he helped to design and develop wetland restoration projects on private lands and worked closely with the U.S. Army Corps of Engineers (USACE) on wetland enforcement. Bill later transitioned into the role of Environmental Planner at PennDOT Engineering District 9-0, where he played a key role in drafting and successfully executing Pennsylvania’s first Interagency Agreement for Advance Wetland Compensation. He was responsible for site selection, design, and construction oversight of six wetland banks, totaling approximately 75 acres. Bill also was responsible for conducting wetland identification and delineation studies, Chapter 105/Section 404 permit preparation, and preparing NEPA clearance documents.
For the past 20 years, Bill has worked as a Fisheries Biologist for the PA Fish and Boat Commission (PFBC) where he conducted expedited reviews on 105/404 permit applications and T&E species impact reviews for State and Federal Transportation Projects. During the last phase of his career, Bill worked closely with engineers and biologists from PA DEP and PennDOT to revise and enhance PennDOT’s box culvert designs. He also assisted PennDOT with site selection, design, and construction of in-stream habitat structures that not only provided fish habitat but also functioned to maintain and improve transportation facilities.
With his extensive experience and deep knowledge of environmental project management, Bill is a tremendous asset to our team. We are excited to have him on board and look forward to the valuable insights and expertise he will bring to our Environmental Division.
