John is the vice president of NTM’s Structures & Transportation Division. He has over 29 years of combined consulting engineering design, bridge inspection, and military design/build experience with 26 years on transportation and bridge replacement projects. His diverse background includes both civil and structural engineering designs for highway and bridge improvement projects. John also served as a structural research assistant and instructor at Penn State while completing his Master’s degree. As a consulting engineer, John has served as project manager, highway design engineer, bridge design engineer, load rater, and bridge inspection team leader for a multitude of transportation projects. He has had numerous overseas engineering and construction management experiences with the U.S. Air Force and the Pennsylvania Air National Guard. As part of his final military overseas assignment, John was the Engineering Flight Commander in Camp Taji, Iraq, where he was responsible for squadron project designs and a base-wide construction QA program, which included K-span, masonry, and concrete building designs in addition to roadway and pavement designs for over $5 million in construction projects.
John earned his BS and MEng degrees in Civil Engineering from The Pennsylvania State University, where he specialized in structural engineering and bridge design. John also has over 24 years of experience with the U.S. Army and Air Force through his services in Pennsylvania National Guard. As an Engineering Officer, he designed and managed construction projects in Alaska, Italy, Israel, Iraq, Qatar, and the United Arab Emirates. He received the Bronze Star in 2003 for his service in Operation Enduring Freedom. Lt. Col. Newell retired from the Pennsylvania Air National Guard in April 2012.
