Scott is a senior professional and our State College, PA, office manager. He has over 45 years of experience, specializing in urban drainage design, stormwater management, erosion and sedimentation control, and hydrologic and hydraulic analysis of river and watershed systems. Scott’s background includes sustainable site design; utility design; waterway and environmental permitting, including NPDES stormwater and waterway encroachment permits; and municipal land development plan reviews for code compliance. Scott has developed and instructed numerous short courses and seminars on water resources topics, including several courses in PennDOT’s Drainage Design series. As an instructor in the Civil and Environmental Engineering Department at The Pennsylvania State University, University Park, he taught courses in fluid mechanics, hydrology, and sustainable subdivision design. Scott’s unique expertise and achievements were acknowledged by the American Academy of Water Resource Engineers in 2013 through award of the credential of Diplomate, Water Resource Engineer (D.WRE).
